Competences

According to Article 240 of the University's Statutes, the University Ombudsman of the University of Alcalá is the single-member body elected by the University Senate, responsible for ensuring respect for the rights and freedoms of all members of the university community, with regard to the actions of its bodies and services, in order to avoid situations of discrimination, defencelessness or arbitrariness.

The primary objective of the work of the University Ombudsman is to improve the quality of the provision of the public service of education and research that the University offers to society.

The University Ombudsman has the powers laid down in Article 243 of the Statutes of the University of Alcalá.

The work of the University Ombudsman is not subject to mandatory instructions from any university authority and is governed by the principles of independence and autonomy, and is aimed at achieving improved quality in the institution, by compliance with university legislation and with the Statutes of the University of Alcalá in particular.

The decisions and reports of the Ombudsman shall not be binding and compliance with them is not compulsory. Because the Ombudsman's decisions are recommendations, they cannot be appealed against.

The tasks carried out by the University Ombudsman in the performance of his/her duties are confidential, and are subject to confidentiality by all those working in the office of the Ombudsman, and all individuals or bodies that are involved in those tasks.

The information received in the course of the work done by the University Ombudsman shall be subject to the obligation of confidentiality, without prejudice to the laws on reporting criminal acts or legislation on disciplinary system for public employees.

University Ombudsman (elegido por el Claustro Universitario el 8 de febrero de 2016).

He has been a member of the Senate since its inception in 1983, of the Committees for the Formulation of the UAH Statutes in 1984 and 2003, a representative of Assistant Lecturers on the Board of Trustees, a member by representation in the Governing Board and the Board of Governors, and on the Biology, Chemistry and Environmental Sciences Faculty Board. He has been Head of the Department of Animal Biology, Zoology and Physical Anthropology, and is today head of the Department of Life Sciences.

Contact the Ombudsman

When

Consult the University Ombudsman when you believe that your rights and freedoms have been violated, creating a situation of discrimination, defencelessness or arbitrariness.

The University Ombudsman acts at the request of the interested parties concerning matters which are basically divided into the following categories:

  • Queries. Advice and information for the interested party about their rights, the applicable regulations and ways to resolve the issues raised.
  • Complaints. Any complaint arising from the poor performance of specific services, due to the behaviour of other members of the university community, actions that harm the interests of those affected or on any other reasonable grounds..
  • Mediation and arbitration. Arbitration voluntarily requested by the two conflicting parties, which agree to comply with the decision issued..

  • Mornings: Mondays to Fridays from 9:00 am to 2:00 pm.
  • Afternoons: Tuesdays and Thursdays from 4:00 pm to 6:00 pm.

Under all circumstances, for the University Ombudsman to properly perform his/her duties, it is necessary for the applicant to provide the following details:

  • Surname(s) and name.
  • National identity document/Passport/Residency card number.
  • Address, telephone and contact e-mail address.
  • University group of which he/she is a member: Student, administration and services staff, research and teaching staff or other.
  • A clear and concise statement of the reasons why you are contacting the University Ombudsman.

What

The actions taken by the University Ombudsman shall be processed according to the procedures below:

Please note that the University Ombudsman will not consider (Article 18 of the University Ombudsman Regulations):

  • Anonymous queries or complaints.
  • Queries, complaints or claims that are not substantiated.
  • Queries regarding cases pending a decision by a court or administrative proceedings, without prejudice to the general issues raised therein being investigated and the relevant generic recommendations issued.

Who

Any member of the university community or user of the services of the University and dependent bodies may consult the University Ombudsman, including individuals in the following groups:

  • University of Alcalá students registered on any of its Official Courses, UAH-endorsed Courses or Other Courses.
  • Research Fellows.
  • Administration and services staff (ASS) who are government employees or employed by the University.
  • Teaching and Research Staff (TRS) in the various teaching bodies, who are government employees or employed by the University.
  • Users of the University's services.
  • Users of institutions affiliated to the University.
